Bellefonte Area High School Band Boosters
BYLAWS
ARTICLE I -- NAME
The name of this organization shall be the Bellefonte Area High School
Band Boosters, hereinafter referred to as the Band Boosters.
ARTICLE II -- OBJECTIVES
The objectives of the Bellefonte High School Band Boosters shall be:
A. To arouse and maintain an enthusiastic interest in the various
facets of the instrumental music program of the Bellefonte schools.
B. To lend all possible support, both moral and financial, to the
instrumental music programs in the schools.
C. To cooperate with the instrumental music personnel and the School
Board to the end that this program be maintained at the highest
possible degree of efficiency.
ARTICLE III -- BAND DIRECTOR
Sec. 1 The Band Director will be the final decision maker regarding
all matters pertaining to the instrumental music program of the
school.
Sec. 2 The Band Director may request the resignation of any member
of the Executive Committee of the Band Boosters upon majority
concurrence of the remaining Executive Committee members. The Band
Director's vote will break any tie in the vote among the remaining
Executive Committee members.
ARTICLE IV -- MEMBERSHIP
Sec. 1 The membership of the Band Boosters shall be open to anyone
interested in the progress and development of the instrumental music
programof the Bellefonte Area School District.
Sec. 2 Membership shall become effective upon payment of annual
membership dues.
Sec. 3 The Membership Year shall run from July 1 through June 30.
Sec. 4 Membership is effective only for the Membership Year in which
dues are paid.
ARTICLE V -- OFFICERS
Sec. 1 The officers of this organization shall be a president, vice
president, secretary and treasurer.
Sec. 2 Any Booster whose membership is paid up shall be eligible to
run for and serve as an officer and/or chairperson of any committee.
Sec. 3 Terms of office for all officers shall be one year.
Sec. 4 In the event that an officer cannot complete his/her full
term for any reason, a replacement for that term will be appointed
by majority vote of the remaining members of the Executive Committee.
ARTICLE VI -- DUTIES OF OFFICERS
Sec. 1 The PRESIDENT shall preside at all meetings of the
organization, appoint all committees, and shall be an ex officio
member of all committees, except the nominating committee.
Sec. 2 The VICE PRESIDENT shall assume all the duties of the
president in his/her absence. He/she shall serve as the chairperson
of the membership and nominating committees and assume other duties
as are deemed necessary.
Sec. 3 The SECRETARY shall keep the records and minutes of all
meetings, attend to the correspondence, and perform such other
duties as deemed necessary.
Sec. 4 The TREASURER shall receive all funds due the organization,
deposit same, pay all bills as determined by the membership, and
submit the books to the auditing committee. This officer shall be
bonded by the organization.
ARTICLE VII -- THE EXECUTIVE COMMITTEE
Sec. 1 The Executive Committee shall be composed of the officers of
the organization, the director of the Bellefonte High School Band,
and two members-at-large elected by the general membership.
Sec. 2 The Executive Committee shall have the emergency power to act
for the membership between meetings of the organization.
Sec. 3 The Executive Committee shall meet once monthly, in addition
to the regular monthly meeting of the Band Boosters.
Sec. 4 In the event the Executive Committee finds reason for
dismissal of a fellow officer (i.e., relating to matters detrimental
to the functioning of the booster organization), the matter will be
brought to the attention of the Band Director, who will meet with
the Executive Committee to discuss further action, which may include
that provided in Art. III, Sec. 2.
ARTICLE VIII -- MEETINGS
Sec. 1 The regular meetings of this organization shall be held on
the first Wednesday of each calendar month, except when changed by
vote of the general membership.
Sec. 2 Special meetings may be called by the Band Booster President.
Notice of the date, time, place and business to be transacted shall
be given by the secretary to the members at least five (5) days in
advance. Only that business for which notice has been given shall
be transacted.
Sec. 3 A Quorum shall consist of those members present.
ARTICLE IX -- STANDING COMMITTEES
Sec. 1 There shall be the following standing committees: Auditing,
Membership, Nominating, and such other committees as the President
and Director of the Bellefonte High School Band shall deem
necessary.
Sec. 2 The Auditing Committee shall consist of three (3) members,
other than officers, who shall audit the books of the organization
between the regular meetings in June and July.
Sec. 3 The Membership Committee shall be responsible for conducting
the annual membership drive beginning in July.
Sec. 4 The Nominating Committee shall meet and present a slate of
officers and members-at-large of the Executive Committee to the
membership at the regular April meeting.
ARTICLE X -- DUES
Dues shall be set annually by the Membership Committee, subject to the
approval by a majority vote of the membership present. Dues shall be
payable annually, within the Membership Year (see Art. IV, Sec. 3).
ARTICLE XI -- ELECTIONS
Sec. 1 The Nominating Committee shall be appointed by the President
at the regular March meeting of each year. Nominations may be made
from the floor after the report of the Nominating Committee.
Sec. 2 Officers are to be elected at the regular May meeting. They
shall take office at the regular July meeting.
Sec. 3 A majority vote of the members present shall constitute an
election.
ARTICLE XII -- PARLIAMENTARY AUTHORITY
The rules contained in Robert's Rules of Order Newly Revised shall
govern this organization in all cases in which they do not conflict with
the rules of this organization.
ARTICLE XIII -- AMENDMENTS
These Bylaws may be amended by a 2/3 vote of those present at any
regular meeting. The amendments must have been presented at the
preceding regular meeting of the organization.
